Adds `./bin/upgrade-deps.sh` in order to batch upgrade dependencies.

Currently we have to manually use go commands to upgrade the dependencies.

Expected

We want to have a ./bin/upgrade-deps.sh script that contains the commands required for batch upgrading the library dependencies.
