blank simulation output files

I have followed the instructions in the Read Me to test Prescient using the RTS-GMLC example data. Running runner.py populate_with_network_deterministic.txt appears to work fine. The terminal shows Prescient operating and it doesn't return any errors. The deterministic_with_network_scenarios folder was generated but it's full of empty files:

The plots folder is completely empty. The CSV files have headers but no data.

I have no idea where to start with debugging this and would appreciate some assistance.

Try the steps in the documentation found at https://prescient.readthedocs.io/ and let us know if you run into any issues. Our documentation isn't yet ready for prime time, which is why we haven't pointed the README at it yet, but the README is also stale.
