Notification/messaging system inside genesis.

Currently the only approach to notify user about some event in genesis - is via email.
The approach is not robust, as we can not know whether user actually read email and performed actions.

To make more effective and convinient notifications, genesis should provide internal user notification system

As an example, one could use github notifications.
