Add ability to clear filter in table views

I think this applies to ever browse table view.

e.g. https://civicdb.org/evidence/home

Once you select a filter from a dropdown menu at the top of the browse table, to clear it and get back to the unfiltered results you have to refresh the page or leave that page and come back?

I think it v1 there was a little "x" that allowed one to clear the filter?
