Create tutorial content for the RAG Engines feature in the Framework

Dumping a fully configured RagEngine on the user (like we do in the existing docs page) is too overwhelming. A worked example based on a real world use-case would be a addition helpful. This could be the basis of a Blog post, and an additional page in the Framework Docs.
