Problem entering "non standard Polish characters"

When I'm trying to save user with "polish special characters" in First/Last name I'm receiving an error:

Incorrect string value: '\xC5\x82' for column 'first_name' at row 1

It's rather general issue because I've got similar error with e.x. peer name
