Push notifications are sometimes deferred to browser load

At least one Android 10 user has experienced that the Chrome push nofications only appear after opening the browser again, and that Firefox notifications would not show up at all, even though the Urgency header is set to "normal", which should be sufficient for background loads. In both cases, the push services would respond with HTTP 201.
