Handle case with overlap between historical values and forecast #56
Description
Currently, the co2emis table is not updating, but co2emisprog is. This breaks an assumption in the app that one can always glue the two together. Really, since the forecasts are the more interesting ones, it'd make sense to simply not display the historical values in this case.
