add nebula management

Hi,

It would be great if this could manage my nebula vpn mesh as well since I'm already using it to assign licences to users/assets. It would be amazing if it could provision lighthouse, relay, user credentials, assign them to users within the current infrastructure and deal with updating and pushing the revokation lists when/if a certificate is revoked. It seems like a natural fit/extension since nebula treats this aspect of network creation as seperate and out of scope which leaves a void for management that can integrate with already existing identity providers and create manageable and sane setups.
