Multiple Companies/Departments Owning Assest

I have a use case where within my organization I have 2 groups that own assets (content and IT). We want our employees to be able to request and checkout assets and accessories from both groups, but would like to restrict administration by group so that they cannot modify or cause issues with the other groups inventory.

I built companies, set "Full Multiple Company Support" to True, and have split the assets by company. The issue is that unless an employee is assigned to a specific company, they cannot see its asses. I tried to leave them unassigned to a company, but then they can't see any assets.

Is there a way to use departments restrict administration by directly altering the permissions file? Can we make a global user that is not Super User with full access to view all assets?
