Allow minimum quantity for notification to be zero

We have a variety of components / consumables etc which we only keep one in stock of because they are really rare to need but when they do need replacing, are really urgent. As such, the functionality to be able to set the minimum quantity to 0 but choose to still get notified when it reaches that number would be really helpful.
