SCIM provisioned Users are login enabled by default

By default SCIM provisioned users are enabled for login.

I propose a switch inside the .env File for example (should be disabled by default)

I think we'd probably want to add that to the Admin Settings (versus making it an env option)

The SCIM active flag directly maps to whether or not a user "can log in" - if you have some other attribute in your directory that better maps to that idea, you should be able to pick an alternative on the Identity Provider-side to map towards that active flag, which should manage whether or not users can log in.
