DEFAULT_GIR_PATH could respect CARGO_TARGET_DIR

Right now DEFAULT_GIR_PATH is always hardcoded to look for a local target directory. It can be overridden with --gir-path but since CARGO_TARGET_DIR is standard it could be used as the default if set.
