Issues with multiple geolocation consent status

I have the Consent platform (OneTrust) set up such that we have a global region and one for EEA regions covering several locations like the UK, EU, Canada, etc.
When I access my site from a global region, consent is granted by default from OneTrust, but in your template, it is set to denied by default. It is not set to granted for the global region. Can you provide me with a solution or workaround to make this work in both EEA, where it should be denied by default, and in global, where it should be granted? I am new to your template design. Please guide me.

Create different tags for different regional scenarios and run them in a specific order. Use Tag Squencing to order them.

1. Tag for opt-in regions (EEA, UK, Canada, etc..). You can declare regions in the template using a comma separated list of codes following ISO-3166-2 notation like eea,CA,UK. Set everything to denied
2. Tag for out-out regions (what you call your global region). You can declare region all. Set everything to granted
