Show ungrouped custom fields at top or bottom of "/custom_fields_groups" view

Problem
Currently, ungrouped custom fields are invisible at /custom_fields_groups view.

Improvement
It is quite nice to see ungrouped custom fields at top or bottom of /custom_fields_groups view.
