Review logic for issue updates #47
Description
When notes are configured for issue updates within the threshold time span, everything is OK.
However, when notes is not configured, value updates are ignore at the moment, for example
- Update of location and write change information to journal
- Update of attachments (i.e. addition of new photos)
- Enter/stay within geofence use case
- Leave Geofence use/case as journal note
