If a label acts like a tag why do we add label-key with unique filenames values?

Why does a label act like a tag? Labels are a "key/value" thing. We have keys and their values. It also is possible to have an empty value. |

So maybe the UI uses it wrong then. But that's a perfectly valid way of using labels. |
