Ensure Orbot Works with Android 17 (API 37 aka Cinnamon Bun)

When Orbot targets Android 17, it will need to declare the USE_LOOPBACK_INTERFACE permission in order to receive proxied traffic from other apps that target Android 17 over SOCKS/HTTP

The other app must also target Android 17, such as F-Droid.

Made branches for the migration for Orbot and tor-android

So far, Orbot can connect to Tor just fine and establish itself as a VpnService. However, if I open Chrome or any app to attempt to connect over the Vpn Orbot crashes and I haven't yet been able to find any error explanation in the app process or the tor process.

I can use the native code in IPtProxy to use meek to ask tor for bridges, however when I attempt to connect over obfs4 we also get a crash.

Orbot also just seems to randomly crash, at least on the emulated pixel I have running CinnamonBun. I haven't determined if the problem is on our end, or if there's just still issues with the early beta release. It's likely the former, but can't say for certain yet...
