How to use "Open Proxy on All interface" option correctly? There is no explanation on how to activate it properly.

I have distributed a WI-FI access point on my device and connected to it from the computer, activated this option and turned on TOR and on the computer the connection through TOR does not work, how to use this correctly so that the TOR network works on the access point?

Good point! Sometimes you need to provide VPN for other devices at home through hotspot but I'm not sure how this is possible through Orbot.
