The canonical documentation for guardrails-ai recently moved to a different repository. This PR removes the now duplicate and obsolete documentation and documentation build process. We will retain the API reference generated from the docstrings along with its build process as well as some static assets and example and how-to-guide notebooks.
This PR also updates links in the documentation to point to the new locations for various referenced docs.
