check several wince/ppc arm apps/games
and all of them wants extra dll-s like
AYGSHELL.DLL
COMMCTRL.DLL

MMTIMER.DLL
IMGDECMP.DLL
HTMLVIEW.DLL

some that already have in "desktop" windows
OLE32.DLL
WININET.DLL

These libraries need to be copied from a built Windows CE system for the specific target platform. They can be built in Platform Builder. Windows CE 6 versions work best

and for non common it's challenge too :)
