Circle packings and Tinfour

A new project for circle packings from triangulations (used to specify circle tangency). It uses Tinfour as the default implementation for triangulations.

I plan to support packings within unit circle and polygonal boundaries in due course.

Packing on a triangulation of points that form a hexagon grid gives a regular and dense packing as below (every interior circle tangent to 6 others):
