Handling of inactive authorities #5
Description
config/authorities/licenses.yml and config/authorities/rights.yml have outdated versions marked active: false. This setting prevents the creation of new works with those values. When importing works for migration, unless we want to update the license version, we should set all authorities to active to avoid import errors.
