Improve visual treatment of content packs #1476

Description

@github-actions

Summary

Content packs need a much better and more distinct visual treatment throughout the application. The current presentation does not sufficiently differentiate content pack elements from core game content, making it difficult for users to understand what belongs to a content pack.

This was raised as a broader design concern that will be addressed once the content pack feature is more complete.

Context

This is related to but broader than the visual indicator for content pack items in lists (#1475). While that issue addresses a specific case of marking content pack items within lists, this issue covers the overall visual design and presentation of content packs across the entire application, including:

  • Content pack pages themselves
  • Content pack management UI
  • Content pack items wherever they appear (fighters, rules, etc.)
  • Distinguishing content pack content from core/built-in content

Current State

  • Content pack functionality is still being built out and is currently hidden from all users except staff testers
  • Several related issues are being tracked around content pack behavior (campaign-level pack inheritance, custom fighter visibility, etc.)
  • This visual overhaul should be undertaken once the feature set is more complete
