Add “Add Content Pack” to top of all lists with packs

We should have a link to a screen to add Content Packs to a list at the top of of each list’s page, in the same spot where “[X] Content Pack(s)” currently appears on lists with a pack already applied.

Implementation Plan

Show an "Add Content Pack" link for list owners even when no packs are subscribed yet. Currently the content pack metadata only renders inside {% if subscribed_packs %}, so lists with zero packs show nothing.

Files to Modify

• gyrinx/core/templates/core/includes/list.html (~line 63-74) - Change the conditional to also show a link when the list has no packs but the viewer is the owner

Approach

1. Replace the {% if subscribed_packs %} guard with logic that shows the section when either packs exist or the current user is the list owner
2. When subscribed_packs is non-empty, keep the existing display (X Content Pack(s) linking to list-packs)
3. When subscribed_packs is empty and the user is the owner, show an "Add Content Pack" link pointing to {% url 'core:list-packs' list.id %}
4. Non-owners on lists with zero packs continue to see nothing

Considerations

• The list-packs view already handles the empty-packs case (shows available packs to subscribe to), so no view changes are needed
• No gating on the "Custom Content" group is needed here — the list-packs view itself handles access control
• The subscribed_packs context variable is already set by ListDetailView regardless of pack count, so no view-layer changes are required
