Throw user friendly error the importing binary model is allowed only in the same version as was created

Based on the discussion from #15982

The H2O failed with H2OServerError: HTTP 500 Server Error: Server error java.lang.NullPointerException

I cannot reproduce the error the user got.

But we are checking the version's compatibility and throwing an error. See #3857.

I decided to add a test to check this. But we need to add a binary model into the smalldata folder.

Any other idea @wendycwong?

@maurever : If you need to upload data to smalldata folder, please slack me your model and I will upload them to S3 for you. Just let me know the directory you want to binary model to be in. It is something that is very easy for me to do for you. Thanks, Wendy
