Terms of Use: Update User-Generated Contributions for accuracy and add links to acts

Overview

The User-Generated Contributions section on the Terms of Use page covers data and features that are not relevant to the Expunge Assist product. We need to re-write the User-Generated Contributions section to cover only what the user can do with the product and what EA does or does not do with that content.

Action Items

• Write an updated draft of the User-Generated Contributions section
• Pass draft to Bonnie to review, and pass on to legal
• Review updated draft from legal and implement

@ExperimentsInHonesty the content team completed a draft for the User-Generated Contributions section of the Terms of Use page, which was too broad in coverage and is now scoped down to what EA can actually do. Can you review the draft (above in the issue) and pass on to legal for review if it looks ok to you? Thanks!
