BUG: Org edit screen - long and lat error message blocking validation, should explain what the reason for the error is

Describe the bug

I was attempting to validate organization's information from the volunteer log-in area, and got an error message that the long and lat for this organization are outside of some designated area. This particular organization (Imperial Valley Food Bank) is outside of LA County -- it's in Imperial Valley County -- but it is an active organization, in FOLA database, and they just confirmed that all our information is correct. However, the long and lat error message prevents me from validating this organization's (existing and active) entry in FOLA database.

Steps to reproduce the issue

(if applicable, please specify platform (iOS, Android, Windows, Mac version) and brower)

1. Go to FOLA website
2. Log in as volunteer
3. Select an organization and click on "organization edit" -- https://foodoasis.la/admin/organizationedit/4829
4. See error [image attached below]

What's the expected result?

Instead of preventing validation, would it be possible for this error message to pop-up with a better explanation of what's wrong, and then give an option to user to "correct/edit" or "submit for validation" anyway?

devs, product folks: we have orgs that are in our database and show on the map, but we’re unable to update some of them because of this error.

this could use an explanation for the user. is this an issue with being outside of LA county? something else? what should happen in this situation?

I think it’s great that we can show orgs outside of LA County even if we don’t commit to adding them, and this sounds like an edge case where this sanity check is too harsh.

how about just displaying a warning (“warning: this location is outside this tenant’s service area”) but allowing people to update it anyway?
