Feature: Add Tag filters to the filter options #2706

Description
Context
Users can't currently search for tags that we've considered important enough to show — for example "Walk-ins allowed" is shown in blue-colored badge/tags under applicable listings.
In the future, we may also have other tags such as "Dine-in" or "Food-to-go"
We should add those tags to the search filters panel. If it's important enough for us to highlight, they are important enough for people to want to filter on them.
How is it now?
We currently display colored tags ("Walk-ins allowed") as colored boxes under the organization name.

Add a filter checkboxes for these tags to select tags that we've highlighted

What are some other possible solutions?
- If want to get fancy, make tags on the search results clickable, similar to GitHub. However, if we do this, we need to indicate that custom tags are active in the search results (which we do not currently do), with the ability to reset the filters.
What are some challenges?
- We may/will likely add more tags in the future.
