Add seed data for Table: PracticeArea

We need to add seed data to the PracticeArea table, so that it can be added by Devs to the database.

Purpose of table

• Dictionary of practice areas

Action Items

• Create spreadsheet tab (resource 1.01)
• add field names as column headers
• populate spreadsheet with data
• update the Data Chart tab (resource 1.01.01)
• release dependency in #[REPLACE WITH DEV ISSUE NUMBER]
