Bug: Application Performance is sometimes slow

Describe the bug

Performance of the app on the dev site is sometimes very slow, taking over 2 seconds to execute, and sometimes as much as a minute.

Steps to Reproduce

• 1. Open the application and login as an admin
• 2. Turn on Dev tools and open the Network Tab, clear the network request log.
• 3. Navigate to the My Projects Page.
• 4. Look at the response time for the "rules" GET request. It should be less than a second, but it is sometimes very long, up to a minute or more.

• Note: It;s not clear if this is the case in production as well, since the production environment is not currently used by anyone, but I can somewhat duplicate the slowness sometimes, when the My Project Page has a lot of rows, since the production environment makes many duplicate web api calls since Issues Bug: Client makes too many requests for Rules from My Projects Page #2771 and Update Project_Delete Sproc #2785 have not yet been released to production.

All web api calls should return in less than a second.
