Add R kernel capability to linux-laptop-setup, Jupyter hub and Windows instructions

This may involve refactoring the linux-laptop-setup scripts to use the R that's available from Anaconda. That seems like the easiest way to have standardized software on all versions of the platform.

This is exactly why I opted to install the Anaconda3 stack as opposed to the Miniconda3 stack since it advertised including a suite of extra data viz/science tools such as the R stack. Possible that we could add this is a reason to install using the alternative data-science-sevices-ANAconda script and then use that as a starting point to add this capability (extend the scripts where I added anaconda to handle any further setup required for R kernel, etc.?)

I have the Miniconda version working ... next step is to test with ANAconda. Branch is "conda-r-essentials" if you're following along.
