Header monitor plugin

Add a plugin to monitor header CSV files and generate statistics/plots for GPS satellites, temperature, and humidity, etc. 

  Initial skeleton exists in branch `feature/header-monitor` (commit 303e71e)

  Core functionality still needs implementation:
  - Read and combine header CSV files
  - Calculate stats (GPS drops, high temps, etc.)
  - Generate plots
  - Upload plots to server
