Use Terraform to configure domain redirect from the project homepage to some landing page

User Story

Currently, we have the domain hanover-computing.com. Let's do something with it, like making it redirect to something.

Requirements

• Need to create a repo where this "infra-as-code" and issue would go under (@JaneJeon took care of this for you - you're welcome!)
• Plan out what exactly is needed for the redirect to be configured via terraform (e.g. CloudFlare API keys - but which scopes and settings do I need on those?)
• Figure out how the changes to IaC should be "deployed"
• Anything else we need to connect to the IaC/terraform?
