Consider writing guidelines and recommendations for picking WHO_AM_I

Currently there is a growing interest in developing more Harp devices but we still have no strategy in place for WHO_AM_I reservation. If some ranges are reserved or intended for certain institutions, this should be made clear or we can also organize a survey to assess how the assignment has been done in the past.
