Fee schedule generation presumes 4 signatures on a TokenCreate for the base price of $1.0

Consequently, a tx with less than 4 signatures is charged a smaller fee than the base.

Will reduce the number of signatures to 1 and charge $1 for that.

Transactions with more signatures will consequently be more expensive
