Skipping mnemonic screen

Need to troubleshoot and resolve any issues related to the following feedback from a VIP user:

The new version has a strange new behavior. In the past, whether I click on PERSONAL or HASHGRAPH, either way, I always have to click on SKIP before it will let me skip the annoying mnemonic screen. (That still needs to be fixed). And that's still true for HASHGRAPH. But now for PERSONAL, the SKIP button is leading up some kind of SETUP screen that wasn't there before. I hope that doesn't mean that some keys or accounts were lost in the latest upgrade!

User can deletes all keys in Settings > Keys. TT behavior varies according connection mode:

1. in Personal mode, navigating to Transactions tab immediately prompts Mnemonic Setup dialog without Skip button (see Deleting all keys in Personal mode prevent to navigate to Transactions tab #2247)
2. in Organization mode, navigating to Transactions works but Create and Share action crashes (see Deleting all keys breaks Create and Share action #2244)

After discussions, it was agreed that:

• TT should enable to navigate to Transactions in both cases
• it's when user click on Sign and Execute or Create and Share that TT should display a modal dialog which instruct user to setup a private key first (see below)
