Hybrid Signing

### Problem

As a network operator, I'd like the ability to transition from TTv1 to TTv2 slowly to reduce risk.

### Solution

Support the ability for signers to use either TTv1 or TTv2 and to allow DevOps to submit the transactions with the old v1 or v2 approach.
