bug: NewRequest strips query params from path prm

Fixes a bug in `NewRequest` that did not allow query parameters to be specified in the first parameter, which broke several methods: `RegistryModules ReadVersion`, `VariableSets UpdateWorkspaces`, and `Workspaces Readme`
