Some import test failures do not show step number

Expected Behavior

A failed ImportState test step should output the step number in the error message

Actual Behavior

If the id value is not found in the state, the following error message is displayed

testing_new_import_state.go:326: Failed state verification, resource with ID tf-acc-test-3081637648281410872 not found
