Netapp backup vault (#9687) (#6793)

* netapp-backup-vault: First commit

* Updated test file

* make the tests use different regions

* Revert testing back to us-central1

- disabled example test. Now only custom test ist running and doesn't generate region conflict
- Small documentation fix

* make lint-yaml happy

* make lint-yaml happy2

* make yamlking happy3

* Move example above parameters
