Bumped upper bound of effectful dependency

 * Removed effectful-core dependency; All relevant modules of that package are
   re-exported by the effectful package.

 * Bumped lower bound of the base dependency. We only support GHC >=8.10.7.

 * Distribute license file with the source code.
