Update to flake

[soulomoon]

To enable more reproducible builds.
We should modernize our build system and move to flake step by step.

• First add basic flake as in add flake.nix #1061 Thanks to DavHau

• Split up functionalities of different build tasks.

• Update github workflow using flake base operations
