"Suggest improvement" functionality for the website

I was thinking that it would be nice to have a way to suggest improvements somewhere on the site, perhaps just link to Github Issues to start with. Ideally a somewhat distinctive looking link in the footer or header.

This way the website can welcome feedback and contributions directly.

For one, providing the link to the existing repo for the site is incredibly valuable, thank you. I had no idea this already existed.
