Removed torrents reappear at next launch

The interesting thing it seems is that in $XDG_CONFIG_HOME/transmission/torrents I have both torrents whose file name is apparently a has such as :

fe673db2a1945b5d85106a2a8148a2146f0586f6.torrent

but I also have other torrents who have the name of the file that is downloaded such as :

'1933 Design For Living.Serenade a trois Ernst Lubitsch.torrent'

and it seems like it's only the named torrents that keep coming back

Please raise this with the official transmission repo or look at simplifying your transmission setup (most of those options I’ve never even seen before).
Btw, what you posted are your transmission settings, not your docker config .
It could also have to do with your docker setup, your file location, seems like your transmission cache isn’t cleaned when you delete torrents..
Several areas not directly to this image, hence please don’t open a bug report..
