[RFC] Stop all torrents on transmission quit, restart after restart.

I'm being scolded by the admins of the small tracker I'm using that I create duplicates when re-connecting from another IP/port after tunnel breaks. This can be avoided by stopping the torrents on Transmission quiting before being restarted by the watchdog script used in this image.

Would it be possible to add, i.e. as a parameter/env var an option to stop torrents on transmission restart and start them back if they were stopped automatically?
