Fix timestamp qso query in glotec.py -outing_glotec_tw

Modify the code so that the QSO query looks for qsos >= to the timestamp on the command line, not just >. Write a pytest test with a mock database to verfiy that a qso at the same time as the opening time window timetstamp argument is included in the resulting slice database.
