Helix ignores : in normal mode while running in Cygwin terminal (Windows 10)

Steps to reproduce:

• start Cygwin terminal
• start Helix (normal mode) in Cygwin terminal
• type : to access helix commands. The editor ignores : keystroke.

However, keystroke : works in Cygwin terminal outside Helix. It also works while running Vim in Cygwin.

Environment:

• Windows 10
• Cygwin (mintty 3.7.6)
• Helix 24.7 (079f544)
