"C-/": "toggle_comments"

has no effect. Using the keybinding of "C-v" for example, successfully binds to ctrl-v, but I'm trying to toggle comments with ctrl-/

I believe you need to enable the kitty keyboard protocol for this keybind to work.

Yes this keybinding can only be used when the terminal supports the Kitty keyboard protocol. For WezTerm you need to enable that: https://wezterm.org/config/lua/config/enable_kitty_keyboard.html
