ESLint does not work

Summary

I've tried many things and seen many discussions on the topic and still can not get it to work. Here is my config:

The version of vscode-language-servers-extracted is 4.10.0. I do have .eslintrc.js in the project root. VS Code's ESLint extension works fine so it is not config related. I also see "Ignoring a client/registerCapability request because dynamic capability registration is not enabled. Please report this upstream to the language server" in logs. I tried rebooting the machine, installing vscode-language-servers 4.8.0, launching eslint for ts alone and eslint + typescript-language-server (without prettierd) to no avail.
Maybe i am wrong, but from what i read i got a notion that some people were able to make it work. I really do not want to resort to VS Code because of this issue.
